Construction is scheduled to begin mid-January on the 2nd Avenue Pedestrian and Bicycle Improvements Project. This project aims to address traffic flow and safety at the 2nd and Linwood intersection and make pedestrian and bicycle improvements along 2nd Avenue from Linwood to B Street.

The most anticipated part of the project entails replacement of the existing 4-way stop with a non-circular roundabout. Other work includes updates to ADA sidewalk ramps, select sidewalk replacements, stormwater improvements, roadway resurfacing, permanent signage, and pavement markings.

While the roundabout is under construction, the intersection of 2nd and Linwood will be completely closed. Signed detour routes will be in place to direct motorists around the closure. Access for local residents, emergency vehicles, and nearby businesses will be maintained whenever possible, though some delays may occur. We encourage drivers to plan alternate routes, allow extra travel time, and exercise caution when traveling near the construction zone.

Project Funding 

The intersection of 2nd and Linwood was identified in the City’s Capital Facilities Plan as a candidate for improvements as soon as funding could be identified. The City was able to assemble the funds necessary to bring this $4.2 million project to construction, thanks to a generous $2.1 million grant from the WSDOT Safe Routes to School Program (SRTS). Other funding sources included the Tumwater Transportation Benefit District, and private development fees.

The SRTS Program is supported with funding from Washington’s Climate Commitment Act (CCA). The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about CCA is available at www.climate.wa.gov. The SRTS Program is also supported by the multimodal transportation account–state appropriation, and the motor vehicle account–federal appropriation, which is part of the Infrastructure Investment and Jobs Act.

Project Timeline 

Construction is scheduled to begin mid-January 2026. The schedule may change due to weather, equipment availability, and project delays. Assuming no substantial delays due to unanticipated issues with the site, equipment, or materials, we expect to complete the project in early Fall 2026.
