eBills are now available to Tumwater Property Owners and Commercial Business Accounts. This service is not available to current tenants at this time.

• If you do not receive an email message from no-reply@ci.tumwater.wa.us to confirm your eBill request.

Note to landlords: If you have "Current Tenant" duplicate billing already set up, they will continue to receive their paper bill delivered to the service location.

A one-time bill credit can be requested during the life of the utility account, for excess consumption used, due to a sudden, unanticipated leak.

• A leak adjustment must be requested by the property owner.
• Documentation of the repair (receipts/invoices) must be submitted along with the leak adjustment request form.
• A maximum of three consecutive billing cycles may be adjusted.  An average consumption will be calculated using a similar, non-leak period of time.
• Does not apply during construction / property development.

To see if you qualify, complete an Arbitration Form and submit via email or return to Tumwater City Hall as soon as possible.

New Property Owners

Property owners may complete and return the New Owner Property Agreement  form via email and let us know your closing date. Up to a $15 fee will be charged, to appear on your first monthly bill, when setting up a new account after ownership of the service location has changed.

Please be aware that utility bills are tied to the real property served. Unpaid balances from the previous owner of the property will be transferred to the currently active utility account after the City has made every effort to collect the unpaid balance. Please contact your closing agent if you become aware of an unpaid balance to see if closing funds are available to clear the closed account.

Tenant Options

Landlords may establish duplicate billing for tenants:

• Property owners may complete the Property Owner Agreement form as "non-owner Occupied" and return via email.
• Upon receipt of your request, a "copy" of your bill will be sent to the service location in the name of "CURRENT TENANT".
• Accounts remain in the property owners name.
• You will continue to receive bills to ensure prompt payments are being made on your account.
• Final bills are only created for the sale of a property upon transfer of ownership.

Temporarily Stop Water Service 

A temporary disconnect of water service is available. A $30 one time fee applies and will be charged to your account upon disconnect. To temporarily disconnect your water,  complete a Disconnect Request Form and return via email. Only the water, sewer and  LOTT fees will stop for the duration of disconnect. Note: Stormwater fees cannot be stopped and will continue to be billed monthly.

Upon your return please email your request to reconnect service. Be sure to include day and time; we need at least 24 hours advance notice and for you to be present when services are turned back on. 

Penalties

A penalty of $10.00 or 1% of the total bill, whichever is greater, will be assessed on the 26th of the month for non-payment.

After 21 days of non-payment, a shut-off notice will be delivered to the service location and an additional penalty of $10.00 will be charged to the account. Failure to pay the account balance before the date indicated on the shut-off notice will result in disconnection of water service.  

Service Reinstatement

Once service has been disconnected by the City due to non-payment, you will be charged a reconnection fee of $30. The past due amount plus the $30 reconnection fee must be paid in full in order to reinstate services. If you made a payment on past due account via the City's website, please call (360) 754-4133 to reinstate your service.

Returned Bank Payments

If your payment is returned to the City unpaid by the bank, repayment will be required in the form of cash, cashier’s check, or money order, along with a $30 returned check fee. If your payment was made to avoid being shut-off, your service will be discontinued immediately. The original amount paid plus the $30 returned check fee must be paid in full in order to have the utility service reinstated.

Request Final Bill

The City of Tumwater offers an online submission form to request your estimated utility bill payoff amount. 

The amount due on the final bill may be greater than the estimated amount.

• Estimates will only be prepared for closing dates within 30 days of submission.
• Record of sale will be confirmed with the Thurston County Assessor's Office.
• Final Bill amounts will be sent automatically to the requesting agent within 3 to 5 business days upon notification of closing.

Payments

Please send payment on receipt of final bills. If you have not received a final bill within 3-5 days of closing, please contact Utility Billing. You may be asked to provide a copy of the deed for confirmation of the sale.
