Commute Trip Reduction program description

In 1991, the state legislature enacted the Commute Trip Reduction (CTR) Law to address growing concern for traffic congestion, air pollution, and gas dependency. The CTR law aims to encourage workers to drive alone less by riding the bus, walking or biking, sharing the ride, or skipping it all together by teleworking or compressing your work week. All these commute alternatives help decrease carbon emissions and keep the busiest commute routes flowing, not to mention saving commuters money.

The city established a Commute Trip Reduction program for city employees in 1992 which incentivizes employees to drive alone less. This program was updated in 2022 and again in 2025.

Electric vehicle and plug-in hybrid incentives

In 2022 the city established a financial incentive for employees to replace their personal fossil fuel vehicles with electric and/or plug-in hybrid vehicles. Use the links and forms below to see if a recent vehicle purchase or lease qualifies for this incentive and how to apply.
