South Sound Commerce Center Distribution Warehouse

Site Plan Review (TUM-21-1580), Transportation Concurrency (TUM-22-0277), SEPA (TUM-22-0278), Site Development/Grading (TUM-22-0747 and TUM-25-0629), and Commercial Building Permit (TUM-22-0749)

The City of Tumwater has received application to construct a 477,880 sq. ft. warehouse distribution center on a proposed 29.17 acre parcel located on Center Street, between Tumwater Boulevard and 83rd Avenue SW, Tumwater, WA 98512.

West side of Center Street SW, between Tumwater Boulevard SW and 83rd Avenue SW. Tax Parcel #12710100000.

The applications were deemed complete on June 27, 2022.

SEPA Review

A Mitigated Determination of Non-Significance (MDNS) SEPA Determination was issued on November 28, 2022. Mitigation included various transportation and traffic improvements. A revised MDNS SEPA Determination was issued on December 19, 2022, to adjust some of the language related to traffic and transportation improvements on Center Street and striping/intersection adjustments on Tumwater Boulevard.

The comment period for the MDNS ended on December 12, 2022 and the appeal period ended on December 19, 2022. No appeals were submitted for the SEPA Determination.

Site Plan Approval

Staff issued a site plan approval letter on March 15, 2023.The appeal period ended on March 29, 2023. No appeals were submitted for the site plan approval.

Site Development Grading and Building Permit

Site Development Grading review for the infrastructure (street, stormwater, water and sewer) was completed in May of 2024. This permit was not issued (applicant did not pay for permit) and expired in May 2025. Review of the building permit was completed in February of 2025 and has not been issued (waiting on applicant payment).

A new site development grading permit was submitted in May 2025 (TUM-25-0629) and will begin review once a complete application is submitted.
