On June 2, the City Council unanimously gave staff direction to pursue Option D presented in a Council work session on May 26, which is to secure a Purchase and Sale Option Agreement on the 310 Israel Road property. 

The option agreement will give the City exclusive rights to purchase the property at 310 Israel Road for 6 months. For the City to fully consider acquisition of this building, staff will perform financial analysis to better understand the cost of the debt service, revenue opportunities, and ongoing operating costs.

This means City Staff are initiating a variety of steps, including further financial and costs analysis, space evaluation, permitting, and other due diligence with regard to seeking that option agreement for the property at 310 Israel Road to serve as a new City Hall. This would make room for City Police to expand within the current City Hall. 

Important:  This means City staff will initiate deeper exploration of the option for purchasing. 

To be clear: no decision has been made to purchase the building. The Council has authorized staff to pursue an option agreement that would give the City six months to conduct a thorough evaluation before making any decision. 

Here’s why we need to explore these actions now:

• Crowded offices and limited privacy impact daily operations.
• Departments are split across multiple locations—and that is costly and inefficient.
• Limited meeting space and parking can restrict public participation.
• Facilities need updates to better meet ADA, safety, and accessibility standards.
• Costs are already occurring.  The Parks and Recreation Department and the Water Resources and Sustainability Department have been forced to acquire off-site locations due to space limitations, which is a costly band-aid, not a long-term solution.  
• There are challenges of retention and some challenge in attracting quality talent.
• Currently, City Hall is missing key spaces like training areas, wellness rooms, lactation accommodations and parking to support staff and community needs.
