2002 Comprehensive Stormwater Implementation Program Plan

In March of 2002, staff completed a well-written, comprehensive document describing a wide array of successful projects accomplished under a grant received from the WA Dept. of Ecology's Centennial Clean Water Fund.  This report identified components of a comprehensive stormwater program, including elements to be identified under the upcoming NPDES Phase II permitting.

Highlights from the Comprehensive Stormwater Report:

  • CFP Planning
    • Identified some areas where system improvements are needed to further protect and/or enhance the City’s receiving waters – the Deschutes & Percival
  • Complete system mapping of existing infrastructure
    • Outfalls located and mapped
    • Flow directions identified
    • 27 sub-basins defined for the ease of facility maintenance management
    • Serves as a good model to bring private facility mapping up to date
  • Public and Private facility inventory
    • Identified all public stormwater “assets” and private facilities.
    • Developed a maintenance schedule for public assets
    • Maintain a comprehensive database which can basically track everything under the sun
  • Performed pilot maintenance projects
    • Some involved cooperation from local businesses, developing healthy relationships between the utility and private interests.
    • Familiarized Ops crews with maintenance techniques custom to stormwater facilities
  • Identified outreach potentials for education and maintenance needs
    • Homeowner Association Workshops
    • Business Technical Assistance Site Visits
    • Technical Assistance Outreach Efforts
  • Produced a study characterizing stormwater quality in Tumwater
    • Helps to identify major constituents of the stormwater
    • Identified locations and procedures that will aid in the development of a long-term monitoring program for water quality needs.
  • Identified potential ordinance updates that will further enhance Tumwater’s protection of surface water quality, habitat, wildlife, and property.
