DEVELOPMENT SERVICES DEPARTMENT

Roles and Responsibilities

The role of the Development Services Department is to assist proposed private developments to comply with zoning, building, environmental, and utility engineering requirements of City of Tumwater development regulations and related elements of state and federal laws; and to inspect resulting improvements to assure compliance.


Development Services is responsible for:

  • Performing preliminary analyses of development proposals to assist applicants with preparation of development submittals;
  • Processing rezoning applications, conditional use permits, site plan and land subdivision applications, and boundary line adjustments;
  • Conducting investigations of citizen complaints of violations of the Tumwater zoning ordinance and related land use and environmental regulations, and initiating code enforcement actions to compel compliance through public contact, negotiation, or litigation, as necessary;
  • Reviewing development plan submittals for compliance with subdivision, site plan, building, plumbing, mechanical, environmental (SEPA), shoreline, water and sewer utility, street, drainage, and stormwater detention standards;
  • Issuing permits for building, plumbing, mechanical, sign, grading, sanitary and storm sewer, water utility, and street improvements;
  • Conducting inspections of new and remodeled residential and commercial structures for compliance with state and local building, mechanical, plumbing, disability access, energy code, and fire safety regulations;
  • Conducting engineering inspections of water utility, sanitary and storm sewer, and street improvements associated with new developments; and
  • Issuing certificates of occupancy.
